12-06-20 Addendum to Criminal Complaint (189216/2012) against Haim/Yoel/Shmuel alleged Shabak (Internal Security) and/or criminal (Heb +Eng)
Serious offenses were alleged in both the original Complaint and the Addendum. Regardless, both the Station and the District level police offices initially refused to accept the Addendum. Eventually, the Addendum was received by the City Center Station Deputy Commander upon instruction by the office of the Jerusalem District Commander, with the understanding that the Station level considered the case out of its authority, due to its subject matter, and had no intention of investigating it. It is likely that the conduct, described in the Complaint and the Addendum, is at least in part a COINTELPRO operation.

On May 6, 2012, I filed Complaint No 189216/2012 [i ] against a person, known as Haim/Yoel/Shmuel, concerning serious threats, harassment, and attempt to harm YAMAM officers on duty. [ii ] Yesterday, June 19, 2012, I came against to the City Center Station, in order to add information in the same case, regarding: [iii ] 1. Organizing illegal drug sales 2. Undermining security in a public builging The general impression regarding conduct of this person: Repeated attempts to created disorder, insecurity and criminal activity in places, where such environment had not existed until his arrival. [iv ] Officer Reuven Shahar, who had taken the original complaint, and had found substance in it, refused to take the additional information. Instead, he referred me to the Intelligence Unit of the City Center Station. The Intelligence Officer in the City Center Station reviewed the matter, and immediately said that since it involved information regarding attempt to harm YAMAM officers on Independence Day in Zion Square, it exceeded his authority. Instead, he referred me to the Jerusalem YAMAR Unit. [v ] The YAMAR officer (in civilian cloths) spoke shortly with me, since he said he was on his way to an assignment. However, he immediately recognized the person known as Haim/Yoel/Shmuel, and promised to meet me soon in this matter in my residence address, provided below. I hope to hear soon from YAMAR Jerusalem in this important matter. June 20, 2012
